Kim,
in Bexley (SE London), we put on some author events for which we charge
admission (a fiver or so).
We also have reading groups in all 12 of our libraries, which are free,
although we are now planning to charge a small fee for refreshments.
If an autonomous reading group wanted to meet in a library, we would
treat them as a community group and not charge for use of a room as long
as this was within normal opening hours.
I'd be interested to see what you get back from others.
