Same here - and the number of cards ordered online but never collected is very high, even for locals.
But I fear we are veering into issues of User Authentication (libraries are 'light' on this), true 'Single Membership' (which rasies Mr Blunkett's ID cards, passports, NHS registraion etc.)
And, dare I say it with lurkers probably on the list from e-resource suppliers and outside the profession (e.g. the press), the possibilty.viability of centralised, national provision of e-resources to all UK (or is it for each 'Home Country' separately?) library users? I think it wise to state the usual disclaimer '... not necessarily the views of my employer... - all comments via the Communications Office...'
And how secure are the remote login methods for e-resources in public libraries etc anyway? I suspect about as secure as user registration checks?
As these are not physical items to which we can attach an RFID tag, is there a practical application here for the RFID forum, or is it extending into User 'Smartcard' territory? (and I personally have no problem with that, but would welcome a comment from the List Owners)

Ditto here in Luton - you must visit a Luton library to collect your ticket.
And with regard to electronic/online subscriptions, if one checks the small print in the licensing, it may not be possible to offer access to anyone who is not resident in your area, otherwise what would stop me, for example, cancelling all my online subs and relying on the neighbouring authorities to provide access??

I have just asked (rather cheekily) Plymouth Libraries if I could join to access Reference Online services such as Theory Test Pro and GoCitizen.
There reply was as follows:
"In Plymouth, anyone is welcome to join the library *but* you must visit one of our libraries to sign our Membership Register before you are issued with a card. There are a limited number of exceptions but they don't include wanting to access our online services.
We do not at present offer online membership for this very reason."
