On the measurement vs. indicators aspect:
This project has some very big names indeed: Kenneth Arrow (pioneer of modern general equilibrium theory), Amartya Sen (who I imagine needs no introduction on this list), Nancy Folbre (feminist economics), Robert D. Putnam ("Bowling Alone"), Nick Stern, etc., etc.
So whatever one thinks of their actual output, it will have serious philosophical foundations ... which is not to say that the latter are indisputable, merely that they cannot be lightly dismissed.
