I don't have an answer to your question, but I suspect that you are
confusing policies (regulations) with guidelines (helpful suggestions).
What would be the specific problem(s) that such a guideline should
address? Which are the parties involved? What kind of evidence should be
appraised? What kind of recommendation should it give?
