The 'London Library Change Programme Board; Workforce Benchmarking
Project; Project Initiation Document' makes for very interesting reading, and I
quote
"Reducing Authorities to average levels of staffing based on population implies
an overstaffing across London of 375, or nearly 10% of the workforce.
Reducing the workforce across London by this much could save £10m"
"Benchmarking of the workforce should therefore be expected to identify areas
for gains of between £1-£10m (1-10% of current workforce)"
and it continues;
"staff continue to employ old-fashioned processes and the low pay makes it
difficult to motivate change"
"Libraries have a greater need for skills outside of their current workforce such
as customer services, knowledge management advisers and community
workers"
