Frank,
These references will provide initial access to a vast and expanding
literature.
1. U.S. and International Law references:
http://www.hhs.gov/ohrp/humansubjects/guidance/45cfr46.htm;
http://www.hhs.gov/ohrp/humansubjects/guidance/decisioncharts.htm;
http://www.hhs.gov/ohrp/international/HSPCompilation.pdf.
2. Medical Research on Humans:
http://scholar.google.com/scholar?q=human+subjects+research+regulations&hl=e
n&rlz=1G1GGLQ_ENUS277&um=1&ie=UTF-8&oi=scholart; www.ahrp.org;
www.irbforum.org.
The IRB Forum reflecting institutional research boards (IRBs and
REBs, as they are called, outside of the U.S.) with its flawed location
within research organizations dedicated to attracting research funding
should be considered a biased source of information and policy positions,
given serious conflicts of interest (COIs) in implementation of its
legally-sanctioned role as referee of biomedical and behavioral research
ethics. Perusal of the IRB Forum archives will reinforce this assessment,
IMHO. The Alliance for Human Research Protection (AHRP), OTOH, stands in
distinct contrast as source of information free of compromising financial
support from any of the self-interested parties--government, the
pharmaceutical and medical device industries, and lobbying organizations
with a stake in maintaining the status quo and benefiting from financial
support from these sources.
I highly recommend for revelation of what goes on in the very large
and expanding enterprise of commercial pharmaceutical drug trials in the
U.S. and elsewhere Jill A. Fisher's book, Medical research for hire: the
political economy of pharmaceutical clinical trials. New Brunswick, NJ, and
London: Rutgers University Press, 2009. ISBN 978-0-8135-4409-0. See the
attached book review.
The British Medical Journal provides, compared to other medical
journals, the most critical content relating to biomedical research
practices and ethics, IMHO. The editorials often go far in airing the dirty
laundry of the biomedical research enterprise. In the U.S., the AHRP is the
portal to human research abuses.
