Look at it like this: what are the construction designers given?
Usually (ideally), it's the plans for the thing to be constructed. They
then "design" a way to construct it. Sometimes, the thing to be
constructed just can't be built, so they have to iterate with the
designers of the thing till they can agree on a constructable thing.
In reality, humans screw up all the time, build things off-spec just so
they don't have to talk to the thing's designers, etc. There's myriad
other imperfections.
The cognitive processes of the engineers will be based most on (a) their
education and (b) their experience. So there will be differences, but
not many - since we're all just humans - and none that cannot be
overcome by new training, etc.
