I came across the same restrictions a number of years ago at
Southend-on-Sea. Puzzled, I established that a restriction on
photography was brought in during WW1 to prevent espionage, photography
of troop concentrations, etc.
Apparently legislation was enacted at that time but remains in place.
Can anyone throw any further light on this?
