I still expect that more countries will make similar decisions though admittedly that does not seem to have happened yet, so maybe we are further away from the turning point than I wanted to believe back in January...
By the way, here in Sweden commercial archaeology is not at all merely technical and often very strong in many ways both in terms of research and in terms of public education - definitely stronger than what the Universities these days are able to offer, as they are dramatically underfinanced and struggle to get by. That is not to say that the entire system could not be further improved though.
