Further pennyworth Don Kash seems skeptical http://www.dmi.org/dmi/html/publications/journal/fullabstract_d.jsp?itemID=9343KAS31 of its value and India seems set to start developing one http://www.financialexpress.com/news/national-design-policy-likely-to-be-announced-in-six-months/121991/ and http://www.designinindia.net/design-now/design-policy/index.html (but note the newspaper date is 2010!); some considerations on the value of the India move are in http://cns.asu.edu/equity/docs/Lidberg_Design_Policy.pdf. Taiwan has considered the intersections of design policy and government (http://163.17.26.250/~conn/download/big/download/2004-design_5_2_fulltext.pdf). If the disjunct between policy and practice is anything like it works in the field of education (http://www.springerlink.com/content/j81117n132m95312/) something I explored in my doctoral work thee will be disappointments.
