One opinion I've heard is that mobile library vehicles fall into the
category known as, ' Mobile Project Vehicles' which falls outside the
compass of the Driver CPC.
This might be incorrect, of course...

This is the response from our Transport Manager:
"I am not sure who wrote this email but it is not entirely correct. Whilst
it is true that all drivers who passed their test after 1st January 1997 are
required to sit a further test to enable them to drive vehicles over 3.5
Tonnes and drivers from September 2009 who sit their test will also require
to gain the driver CPC.
The issue of the driver CPC is not as clear cut for existing drivers and
there is still issues to be resolved, for example if a driver drives
incidentally to his/her work then they will not require to have a CPC,
however in the best traditions of the DVLA the classification of an
incidental driver is still not clear. For those drivers required to have a
CPC, and this would probably include the mobile library drivers, they
require to complete 35 hours of training prior to 10th September 2014 in
order to keep their existing licence. The minimum length of each course is 7
hours.
As the person with statutory responsibility for ensuring that all drivers of
council owned vehicles have current valid licences I will be seeking
appropriate training and training providers in order to meet the necessary
legislation. I am also liaising with colleagues in other authorities about
the best way to approach this issue."

The new Driver Certificate of Professional Competence is in the process
of coming into force to implement the EU Directive 2003/59. The standard
driving licence will need to be supplemented by vocational driver
training if driving is a major part of the job description, and the
vehicles driven are 3.5 tons or over.
What conclusions have library services come to with regard to their
mobile library drivers? In Powys our 7.5t fleet are driven by
driver/librarians or driver/assistants. I have not been able to obtain
any clear advice or guidance from the relevant officers in my own
authority, and the implementing authorities (Transport Office/DSA) imply
that mobile libraries are a 'grey area'!
The exemptions information in the documentation is far from clear.
Any shared experience of this minefield will be gratefully received.
