Understanding and Critiquing Health Economic Models (University of York, 10
March 2009)
The vast expansion in the number of available healthcare technologies,
coupled with constraints placed on healthcare budgets, has increased the
importance of decision-making for new and existing technologies. One method
to determine the value for money of an intervention is to develop a
‘cost-effectiveness model’, predicting the costs and health outcomes that
are likely to be associated with various different interventions. Models are
a useful tool for representing the detailed and complex ‘real world’ in a
more simple and understandable structure. Whilst models do not claim to
necessarily create an exact replica the real world, they can be useful in
demonstrating the relationships and interactions between various different
factors. Furthermore, models allow the decision maker to combine
information from various sources and, in some cases, to extrapolate findings
beyond the trial period. This training day aims to provide the participant
with a background knowledge of modelling and will teach the user to
effectively critique and validate models. The training day will be
particularly useful to those people who commission health economic models,
or use models to help make decisions. As well as discussing the strengths
and uses of economic modelling, the training day will also explore the
limitations and constraints of different approaches. Please note that this
training day has not been designed to teach delegates how to build models;
instead, the course is aimed at those who will review or depend on models
built by other researchers.

“Early modelling”: Using Models to Inform Drug and Device Development (York,

Economic evaluations are increasingly used as tools to inform
decision-makers about the cost-effectiveness of health technologies. Such
evaluations are often undertaken during the late stages of the technology
development (i.e. around the time of product launch or, in some cases,
post-launch). However, there is an increasing need for the manufacturers of
the technology to appraise the likely cost-effectiveness of the intervention
before making decisions on price and indication, as well as to inform the
development of clinical trials. Such evaluations can be performed in the
very early stages of a technology’s development, (e.g. phase I or II). Due
to the simplified nature of such ‘early analyses’, there is no requirement
for Phase III trial data, or subtle interactions between parameters. The
purposes of such an analysis are to allow the user to determine the relative
importance of different parameter inputs, in order to inform decisions on
pricing, target populations and further research. This one-day training
session will cover the fundamental aspects of ‘early modelling’ and will
allow the participants to understand the concepts and uses of such research.
