In Derby we CRB check all front-line staff as well as any staff who are
appointed specifically to work with children and vulnerable adults (e.g.
Children's Librarians; Bookstart staff; Home Library Service staff).
We also insist on CRB checks plus 2 referees for all volunteers who will
have contact with members of the public, as they will inevitably have
contact with children and vulnerable adults if they are volunteering in
a customer-facing role.
The reason is primarily to safeguard children and vulnerable adults; but
it's also so that, should the unthinkable happen, we can demonstrate
that we have done everything possible to ensure that we are not putting
unsuitable people in a position where they have access to children and
vulnerable adults.
It's not just about staff being in a directly 'caring and responsible
role', it's about reducing the risk of giving paedophiles the
opportunity to 'groom' children who would then be vulnerable if they
encountered that person outside the library.

Fran

Sue,
Apologies if this has already reached you - Bexley's policy is that all
our frontline staff are CRB checked. We also encourage all our
volunteers to be CRB checked as well although we do not insist on this
except for those who help to deliver our Home Library Service. Our
librarians are also CRB checked.
Please would you copy me into a summary of the replies you receive.
Thanks,

Subject: CRB checks
Some time ago, we were advised by our HR department to CRB check all our
frontline library staff. Due to the costs involved we had to do this in
stages.
Now part way through the process, we are now receiving conflicting
advice from HR who seem to have changed their mind. We now wish to
complete what has been started, especially as the new ISA registration
is unlikely to include most library staff. However, HR are now trying to
put a stop on it, saying that library front line staff are not
'regularly caring and responsible' for children or vulnerable groups so
do not require to be CRB checked.
It would be helpful to know what the policy is in other library
authorities.
Many thanks
