The Centre for Transport & Society at UWE, Bristol, has been commissioned
by the Department for Transport to undertake a review of existing evidence
on business attitudes to transport in the UK. The study will contribute to
the DfT taking forward its strategy "'Towards a Sustainable Transport
System - Supporting Economic Growth in a Low Carbon World" that was
published in October 2007. It follows on from work earlier in 2008 which
examined evidence on public attitudes to transport
(http://www.dft.gov.uk/pgr/scienceresearch/social/evidence.pdf).
The review aims to examine business attitudes to transport in relation to
other factors affecting business decisions and to establish what is known
concerning business expectations from a transport network, the outcomes
they expect and the trade-offs they consider most acceptable. It is centred
upon attitudes expressed by or on behalf of individual private sector
business establishments and/or enterprises, with particular focus on
understanding the attitudes of actual business users of transport,
particularly SMEs. The review will be framed, as in the previous study of
public attitudes, by consideration of the DfT's five strategic goals that
concern: addressing climate change; maximising competitiveness and
productivity; better health and longer life expectancy; improved quality of
life; and greater equality of transport opportunity.
The study is running from September 2008 until January 2009. Initial
attention will be given to 'easy to reach' evidence but in its second phase
the study will be pursuing avenues of enquiry to try and obtain further
evidence which may not yet be published or which is not readily available
in the public domain. The research team is keen to be advised of important
