We had a lot of toing and froing with myilibrary back in July trying
to get it to work with what happens to be our Shib 2 IDP.
(another unknown variable at the time but the shib version was
not relevant to the failure)
It turned out (at that time) that they needed us to release
eduPersonPrincipalName. They may well now also allow
the use of eduPersonTargetedId though from the sounds of it you
are still struggling to make this work ?
Anyway the contact below may be able to help you decide

Sorry for the late response Brad, just arrived to work. I was
experimenting with a level of Access attribute but for the time being
eduPersonPrincipalName is acceptable.

We do too, I can't see any reason not to, I thought everyone did?
