Yes, the IEEE LOM XML binding standard is perhaps not what you would
expect in this respect. It doesn't so much give you an XML schema as
define how you can create one. See

explanation.
If you want an xsd that is more palatable to most apps, and (I think)
compliant with the final standard, Andy Powell might be able provide one
based on the work described at

http://www.intute.ac.uk/publications/rdn-ltsn/ap/
[Andy, the schema location URL is giving a 404 error, and, err, I can't
find a copy]
It might be worth raising this on the [log in to unmask]
list. There might be some people on that list that aren't here.
