Well, the question is not as simple as that, but in general, and in my own personal opinion (being a researcher and a wheelchair user), the so called "comparatively high benefits and services" is more of a political myth than a part of everyday reality, at least in Sweden. The benefits and services are of one single type that is not individualized, and the selection of available assistive devices are roughly the half of that in Denmark.
As a researcher in the field of social aspects of technical aids, I have come across more hindrances than empowerment. For instance, if you need a wheelchair, you do not have any influence on the type of wheelchair, or the colour of the wheelchair, and the decision on which wheelchair you are supplied can not be appealed. Concerning legal aspects, the individual has no rights, but the government/county council/municipality have obligations. However, legislation does not include any negative sanctions if these obligations are not fulfilled.
So, the short answer to your question is that as far as Sweden concerns, empowerment is something you have to look for somewhere else...
