(My opinion only - and I guess this is to Julie!) the current syntax
guidelines should be deprecated/replaced with a recommendation to use a
format based on the current DCAM.
What that replacement should be isn't completely clear right now, though
candidates include
(i) RDF/XML (prob not an option because of SWAP requirements for XML
Schema, though that _might_ still be do-able for a "profile" of
RDF/XML);
(ii) the proposed DC-XML-Full format (but that isn't yet a DCMI Rec, and
I can't say if/when it will be);
(iii) designing a new format for SWAP (but that isn't going to happen in
the short term).

I think I've argued a few times that I don't see much point in the UB
reviewing the current ePrints DC XML format because we all know it falls
short of requirements. :-)
