This is the text we replied with;
"Dear Elena,
I have been advised by our legal department to refuse this request under section 21 of the Freedom of Information Act (Information reasonably accessible to the applicant by other means.) Universities submit a rigorous annual return to the Higher Education Statistics Agency www.hesa.ac.uk and they can supply this information for all HE institutions. Please contact HESA’s Information Provision department for the data you require."

Has anyone else received an FOI request from the Conservative Party
Research Department asking for "non-completion" data for all students
starting in 2000 up to 2005 - ie six cohorts worth of data?
"Failure to complete the course" is not defined by them.
I'm interested to know how you have responded.
