Luckily, we have only one candidate number so we sort this way as it is
how the boards supply the results. We produce labels for envelopes in
candidate number order and then fill them from the board slips. We then
put up lists by candidate number so that people can go to the right
table.
Given your situation, I would tend to think of a master or main list,
which would be the one with most candidates on and sort the envelopes by
that. Then produce for the other boards a translation list and muck
around putting them in the right envelopes. Give the candidates their
number on the master list so that they know where to go.
Longer term, one candidate - one number. Goodness alone knows how you
manage with potential duplicates and as to what that does to UCIs?????
