It doesn't look right in external shape to be made from a human bone. Also, the cortical bone of the shaft seems too thick. Yet the cortical bone also seems too thin around the cancellous bone exposed in the sectioned metaphysis.
Your hunch about it being a mammalian radius looks like a good one.
Given the cultural context, what about it being made from the radius of a pig? Unfortunately I don't have any relevant comparative material.
