I've explored the issue of defining design in some detail in 'Social,
Environmental and Ethical Factors in Engineering Design Theory' along with
related terms to form a consistent set of concepts and language.
The book also has substantial reviews of other peoples' definitions of
design and design process, and the trends in definitions and problems
associated with particular ways of defining design.
