OK, a quick look over
http://dublincore.org/groups/citation/citstds.html
suggests that most of the citation standards listed refer to
"documentary resources" of some sort e.g. conference proceedings rather
than conferences as events.
The possible exceptions seem to be
- ANSI/NISO Z39.2-1994, Information Interchange Format (MARC) ("All
forms of material")
- ANSI/NISO Z39.29-2005, Bibliographic References ("All types of
materials to which bibliographic references are made, regardless of
their publication status or the recording medium")
But even here the use of the term "material" seems to suggest we are
dealing with "information resources".
