The apse in question is in the crypt the crypt under the presbytery. According to this account, access to it is through a trapdoor:

I only learned about the existence of that fresco when I was preparing last year's notice. I couldn't find a view to show then and when I found the two this year (at the last moment, just before I hit SEND) I was so grateful that I didn't pay attention to the third view, which upon examination is _not_ of Sant'Angelo in Pescheria. For those who haven't already identified the view, it's of Santa Maria Maggiore (huge difference!).
