Actually, I had a personal experience of submitting something to BioMedCentral in Medical Education, with a paper I had to eventually withdraw (and send elsewhere) because they wanted to charge me ~$1000 for the privilege of reviewing it since my institution was not subscribed to the journal. I've seen other journals also charge directly. No I may be behind the times, but I'm not prepared to pay to have my work reviewed and published in that sense - it either makes the peer review or not. The more egenral poiont is that this $$$ issues is a bit of a chestnut I'd like opened up a bit.
