I assume that you are talking about EDEXCEL. If you are we always
claim unit cert. at the end of year 1. This gives the opportunity of
students correcting any information before the final cert arrives, the
tutors the opportunity of picking up any candidates who have not been
registered (late enrolments etc.) and the opportunity to mark as
withdrawn any candidate who has already left.
We find this a much safer system than claiming only in the second year
and then fending all the queries.

As a recently merged college, we are trying to establish a policy across
both campuses re claiming interim certificates at the end of first year
of a 2 year programme.
One campus does not claim, unless the learner leaves, the other campus
claims for all 1st year learners. We would like to reduce the burden by
not claiming unless a learner actually leaves the establishment, however
would appreciate your input as to the policy at your college.
