These two, like the already mentioned François Dolbeau, will top a lot of lists. Three others of note writing in Italian are Paolo Golinelli (writes chiefly on matters having to do with northern Italy), Augusta Acconcia Longo, and Stefano Caruso (both Byzantinists who write extensively on matters Italo-Greek).
Apropos manuals, two recent and impressive contributions are:
Charles Mériaux, _Gallia Irradiata: saints et sanctuaires dans le nord de la Gaule du haut Moyen Âge_ (Stuttgart: Franz Steiner Verlag, 2006)
and
Thomas Pratsch, _Der hagiographische Topos: Griechische Heiligenviten in mittelbyzantinischer Zeit_ (Berlin: Walter de Gruyter, 2005).
