We have observed an APEL problem at some UK sites. They are
UKI-LT2-IC-LeSC, UKI-LT2-UCL-HEP, and UKI-NORTHGRID-LIV-HEP. We will
make a patch for this but meanwhile the attached file gives instructions
on how to fix it.
The symptons are no records found in LcgRecords when doing the join.
I am circulating this in case other sites get the same problem when
upgrading the CE to SL4.
If this doesn't work for you, please raise a ticket and we'll look at
your case individually.

If your site is not creating new records (LcgRecords doesn't get new records):
- check the date when the last record was created:
mysql> select Max(EventDate) from LcgRecords; This query will return a date ---> 'yyyy-mm-dd'
- check what SubmitHost is being used:
mysql> select distinct SubmitHost from EventRecords where EventDate > 'yyyy-mm-dd';
- Check if that SubmitHost is in SpecRecords:
mysql> select * from SpecRecords;
If none of the records in SpecRecords contains a ClusterID equal to the SubmitHost, then you'll need to create two entries for that SubmitHost manually in your SpecRecords table.
For example, if your SpecRecords was this:
