No. Martin Starr quoted Karl Germer's widow Sasha (not an OTO member),
who stated that Germer referred to Motta as "the follower." It was
Motta, himself, who concluded "follower" meant "successor". But, in
the English language, "follower" is no more synonymous with
"successor" or "Outer Head of the Order" or "Leader" than "last will
and testament" or "expelled former member" or "never a member" are
synonymous with "schism", "branch", "sect", "lineage", "new OTO", etc.
If precise definitions and legally upheld copyrights did not exist;
then, I or anyone else would be entitled to call ourselves Mandrake
Publishing or Mogg Morgan and make a profit selling pirated copies of
your copyrighted material.
Allow me to clarify for those reading this. I am not nor have I ever
been a member of the OTO or any group which makes any pretense to the
name. Years ago, when Mogg and the other Typhonians and anarchists on
the wyrdglow-108 list trotted out the rhetoric which is being
promulgated here, I was quite ignorant of anything regarding OTO. But,
I was educated with 19 years of experience as a researcher and
technical procedure writer. Because I had no agenda other than an avid
interest in facts in the war against my own ignorance, when I came to
see Bill Heidrick, he made available to me a vast collection of
documents. Because he is a very honest and loving man, I have
remained, continuing to inform myself.

I am certain there are those who think it would be wonderful if the OTO
and the INO didn't vigorously defend their copyrights and trademarks so
that any and every pirate could publish and make money off Crowley's
and Mahendranath's writings despite their last wills and testaments and
the laws governing copyrights. Certainly there are those who, with
that agenda in mind, have come up with all manner of fanciful tales
about the OTO. But, the documents, the correspondence, the journals
all speak for themselves and they have a very different story to tell.
