Months ago a group of European scientists sent a manifesto to be sign asking science and research people to join. The manifesto was about demanding to the European Commission means for having research results published in open journals, as the research was carried out by public funds (most, in Europe) and many times results weren´t published nor available at all.
Well...the EC did set a public system to get results published in electronical journals linked in a public network among members. The Spanish one is e-Revistas (CINDOC-CSIC) which houses Spanish and Latin American electronic journals with free full contents available for anyone.
