That sounds like a pretty lame excuse to me. There are a vast number of
things (whether governmental, commercial or whatever) which now can
optionally be done 'on-line', but there are virtually none that are yet
_exclusively_ done on line (apart from anything else, one cannot demand
that everyone in the world has a means of internet access!). Hence
everyone else, including governments departments, seems to manage to
'merge' information which has partially been provided electronically and
partially in other ways.
