I don't think OCR is the main problem, but at this point in its
development, I'm pretty sure it is A problem, particularly in combination
with automatic coding. For example, I found that in the 2001 Census here,
a number of responses of DUTCH to the language question were erroneously
coded to KUTCHI (aka Kachchi, etc.) It's possible to identify at least
some of these errors with reference to other variables like Country of
Birth and Ancestry, but that is not part of the standard Census coding
practice.
