Depends. There are all sorts of variables: How often is the journal
published? Is it behind schedule? Is it a commercial publication, or by a
university press or by a learned society? (The last may not have any paid
staff...) Have you seen any proofs? How long is the article? (Short
articles are always useful, as a journal issue has to be a multiple of 16
pages, which can be difficult to arrange...)
