Dear Roy and RadStats members
I think that all those who have expressed concern about Lockheed Martin and
their possible involvement with the UK Census are absolutely right to be
worried. The major military corporations, like Lockheed and BAE Systems,
are involved with a variety of research and teaching activities both in the
UK and USA and are very close indeed to the cabinet level of both country's
governments.
The questions around the security and commercial use of an individual's data
are of the gravest importance when one follows the paths between 'security'
databases in both countries and the erosion of privacy and basic rights
which are underway under the pretence of 'terrorism'. Activities not open to
public scrutiny or discussion. The provision of global databases containing
a variety of information are already being built and will be enhanced if
Lockheed Martin gets involved with the UK Census. I think that this
development must be challenged where ever we can in our professional and
special interest groups. The USA monitors UK e-mails and telephone
conversations from its installations at Menwith Hill - a site that is not
answerable to the UK government - and having more data
about the UK population would further lessen the independence of the UK. As
others have pointed out the US government would I think clearly feel that
data collected by Lockheed Martin was legitimate 'intelligence' for its own
wellbeing and let's not worry about privacy or freedom.

That reference by Paul Bivand provides a lot of interesting information.
As I recall it at the same stage of the 2001 census the ONS was proclaiming
the importance of public consultation. And it appeared that everything was
up for consultation except the idea of a One-Number Census. The One-Number
idea failed dismally. Now it appears that the consultation has been
replaced by the idea of paying suppliers to organise the census. With no
mention of public consultation.
That my be a very 'rational' solution, but I share Janet Shapiro's unease at
Lockheed Martin becoming a major supplier. The 'war on terror' has seems
to have impelled a number of US organizations to suspend any commitment to
what were widely accepted moral principles. A firm like Lockheed Martin
would ignore clauses of confidentialy in a Census contract with the UK
Government if it could find any justification in terms of the defence of
the US.
The contractual relationship between a supplier and the Government will also
make it more difficult to get information on the activities of suppliers.
They will plead that they cannot give information because it would give
advantages to their competitors.

Looks like there are only two contractors in place to bid for the data
