The milieux I was evolving in during the 70s both at the University of Nairobi and at the Université de Montréal, the question then asked was: "What is a good design?"
Among others, the 'Institut des sciences de l'usage et de la conception (ISUC)' (Institute for usage and design studies) was set up in Paris, mainly to provide thoroughly elaborated answers to the question above. But the organization was abruptly interrupted for several reasons, the major one being a lack of funding.
Perhaps then, your question reformulated as "What is a good design?", would help resume and extend the methodic reflexion some of us were engaged in years ago on the outcomes of the design process, in all Design subfields.
