Having finally received my own copy of R.W. Pfaff, New Liturgical Feasts in
Later Medieval England, 1970 (it was missent to Canada - don't ask, just
don't ask!) I see that his focus is not on new feasts of saints.
Consequently, he is explicity deriving their dates of introduction from
secondary sources (Frere; Wordsworth & Littlehales) who in turn are
dependent on Wilkins' Concilia. Checking in Wordsworth & Littlehales, I see
that they claim that St Winifred's feast was introduced to Canterbury
Province in 1391 or 1398 (there is a frustrating misprint!) and made
obligatory in 1415.
