If I may chip in ..
(a) the US Government -Family Services, NIH - conducted a Research study in
the late 80's, I was Principal (Sole) Investigator. The idea was to
encourage daughters in AFDC families to 'postpone first birth' by giving
grants for Tech. School, or continuing High School,
education/apprenticeship etc. (All on paper of course). I took the complete
National tape of AFDC families statistics, made (or followed) certain
assumptions, to come up with a Net Savings in expected welfare costs. This
report disappeared without trace.
(b) A number of US States have now (for some years) made life very
unpleasant for unmarried mothers who, perforce, go on welfare; the result
(In VA at least) has been a reduction of around 50% in such babies. This is
clearly eugenic in effect, whether or not anyone says so.
(c) One also notes the private US effort KRAACK (feel free to Google). This
pays Crack mothers to tie off their tubes, as I understand it.
(d) One must, for completeness, also note Shockley's 'discussion point' to
pay off low-IQ potential mothers (in proportion to their deficit below 100)
to postpone birth (or sterilize).
(My personal opinions don't of course come into all this)
I note that Wikipedia says '.. with the discrediting of the idea of
eugenics'. Oh yeah?
