Seriously: It is in fact out of date. I got it last night by
going to Hansard Top level, and following the links, getting
to the URL (below) that I posted last night. If I'd looked
closely I'd have spotted the warning sign (see "today"):

If you go to Hansard now:
http://www.publications.parliament.uk/pa/pahansard.htm
and, instead of what I did last night ("Today in the Lords"),
go to "View by Date", then "Wednesday 2 May 2007", "Debates",
and finally "Statistics and Registration Service Bill" (the
first instance of this), then you'll find it again.
(There's a second instance of the same Bill, but this is on
a different amendment, which is about the ONS charging for
services).
