Pure human resources, send it back to them with a "Do your job" complimentary slip. Essentially as Greta points out this could be seen as not reasonable within an employment tribunal and therefore the employer has a higher than normal risk of losing any claim.
Perhaps you might add that on the comp. slip to HR and let them advise accordingly.

Hi all,
I trust that you all had a good weekend!
I hope that some may be able to help with a query I have. I have a client
who was referred to see the OHP for diagnosis of a possible work related
condition.
Her employer had said that she could attend but it would be unpaid. The
employee did not take up this offer, and was then offered to take annual
leave, which she subsequently took.
This was highlighted as an area for concern by both the OHP and my manager.
On speaking to the employer about this, they said basically that thats how
it is! I arranged to speak to the factory manager today, and he did not
attend the meeting but sent an email via HR telling me that 'we will not pay
for any appointments unless it was totally work related'. He then advised
her to tell me that he was busy and would prob be busy next week...avoidance
tactics!
Can someone advise if there is anything specific whereby the employer has to
provide time off paid for these appointments? Something tells me that the
Management of Health and Safety regs cover it, but I am not 100% sure.
Any advice on this issue would be greatly appreciated
