Why would they refuse to have the antibody level screened, surely it cannot be because they are afraid of needles. Reassurance regarding the test being only for Hep B immunity status and complete confidentiality should have gotten you an o.k.
Further if they have an NSI, blood splash or waste product exposure involving a high risk patient then they are going to have to have blood drawn anyway and potentially more besides. If the risk assessment shows they need to undergo hep b immunisation then the immunity check is an inherent part of that.
I do agree with others that they should undergo the inoculations if the risk warrants it though and then the process of convincing people could continue.
Any chance this reluctance has come via trades union reps or some scare mongering about testing for all viruses e.g. HIV, not just one.

can I ask views on the following please?
I've been to see some staff and have advised that they consider being
vaccinated against Hepatitis B. Most have agreed. None undertake EPP but
there is some potential risk of exposure.
However, a number have said that whilst they would have the course of
vaccination they would not be prepared to have a blood test to confirm
immunity. This is despite some having various tattoos and piercings!
My question is if we are unable to confirm immunity then is there any point
vaccinating? In the event of an injury we would ask for a serum sample
(which they have clearly said they would refuse) and so given their views
are we within our rights to decline vaccination?
I'd welcome your thoughts
