The problem with this is that patients don't insure with Europ Assist - they
insure with another company that then subcontracts with Europ Assist. In the
past when I looked upthe web site of such a company, it boasted about how their
procedures helped limit claims. The insurance companies use this sort of company
to reduce costs and make it as difficult as possible for patients to make a
successful claim.
Why don't you ask for full details of the patients insurance, which spells out
the terms that they claim appertain to this claim

Perhaps this should be drawn to patients' attention?
A notice in the waiting room saying
"We suggest you avoid Europ Assistance as we lack confidence in their
intention to meet claims by injured or ill travellers"
or with the last clause replaced by a comment about their behaviour
would get a point across.
Now, what insurance firm would the panel prefer to use themselves?
