For my part, I would be inclined to say that "the locus of stakeholder is a function of" all you have listed, and probably more...
However, as a field of professional expertise (i.e. with practical outcomes expected from our interventions), the expertise should MAINLY be circumscribed around the artifact and those "stakeholders" closely related to it.
Obviously, no one would be in a position to deal with all the requirements of all potential "stakeholders". It is then up to each expert, each in respective subfield of Design, to determine (a professionally enlightened decision) the closeness within which one is to intervene: who are the "stakeholders" I wish to deal with in order of priority, and within "contingencies" (dixit H.A. Simon) also ordered according to their relative pressure.

€ the language of interests (stakeholding, users,...) - Chris, Klaus, Terry
et al
€ the ethics of stakeholding - legitimacy of interests - Ken
€ the politics of inclusion
€ the practicality of engaging and processing (attending to...) expanded
interests
€ others I missed (that slipped under the radar)
Is there a better way to formulate and say this?
