"is film a language or an idiom?"
If you want my two cents, while I see what you're
saying, I don't think film has either language or an
idiom. There does not have to be an intermediary
between film and the viewer. The moving image
doesn't signify-- it just is, universally. I
believe Deleuze says the film image is
"pre-linguisitic" in 'The Movement-Image.' A semiotics
of film does not account for the direct relationship
of cinematic experience to the viewer. I guess I'm
playing a Cognitivist devil's advocate. But there's a
book called 'The Cognitive Semiotics of Film' by
Warren Buckland that I haven't read. Maybe you'll
find it of interest.
