I think there was just an absence of a consensus. As there was similarly
over the diaconate and subdiaconate (the subdiaconate became a major order -
more or less by default - in 1207.) The Council of Trent seems to have rule
in favour of the sacramental character of ordination to the diaconate, but
against that to the subdiaconate. (Medieval writers seem to have treated
both the same.)
