It's shorthand for a particular a feast (later, two particular feasts) of St. Peter. In its earliest attestation, the calendar of the Chronographer of 354, it appears (for 22. February) as _natale Petri de cathedra_. Feasts named for relics are not unheard of, e.g., the feasts of the Crown of Thorns, of the Holy Lance and Nails, of the Arma Christi in general, or of the Cincture of Mary.
