I can't help with communication problem but can advise on head control.
Invacare have two types of head control; -
1. The earlier one is the French, proportional one which works on 3 quadrants, reverse is achieved by an abrupt movement to either side and then back to nuetral. The symbol on the Master remote usually changes (to a U or a n, not sure which), next time wheelchair is driven it will go in reverse.
2. The later version is the German, switched one, reverse is achieved by moving head backwards then forwards twice.
Timing with either is critical.
The French ones are subject to a recall, being replaced with German type.

Subject: Communication for quadraplegic without speech[Scanned]
We are finding communication very slow as we have to use an alphabet board. Does any one know of an eye pointer or similar that can work when he is in his wheelchair.
He has head control enough to work his possum? He has an electric wheelchair but not using it as it will not go by head control in reverse. It is an Invacare chair with invacare controls. Can any one help
