The *easiest* would be:
A.H. Pearson, The Sarum Missal in English (1868) - reprinted Wipf & Stock,
2004 ISBN 1 59244 996 4 - see Amazon.com

Otherwise:
F.H. Dickinson, Missale ad usum insignis et praeclarae ecclesiae Sarum
(1861-83) - reprinted Gregg, 1969 but this seems to be scarcer than the
original!
Nick Sandon, The Use of Salisbury. Vol. 2: The Proper of the Mass from
Advent to Septuagesima (Antico Edition, 2000) - really an edition of the
plainchant, but includes the texts, and rubrics in English.
(Ember Wednesday in the third week in Advent is on p.22)
The Hereford Use has Isaiah 2:2-5 in the same place. See:
W.G. Henderson, Missale ad usum percelebris ecclesiae Herfordensis (1874) -
reprinted Gregg, 1969. See p.6.
