The appropriate body would be Cilip as the previous agreement was between
the Library Association and the BPI. It was signed in Jan 1994 by a certain
Ross Shimmon who was Chief Exec of the LA and by John Deacon Director
General of the BPI.
I believe that when the LA became Cilip an approach to the BPI was indeed
made to revisit the agreement. The BPI were not prepared to move on the
agreement at that time.
The person who knows a great deal about this is Siobhan Ladyman of Cramers
Music Library Supply.
I am not sure who leads on this issue at Cilip at the moment.
The way forward for music CDs in libraries is to have a good breath of stock
across many genres and this is something we have done in Somerset for many
years and our income is holding up pretty well as a result. We are there to
introduce our customers to new music as well as to offer them recordings by
best selling artists. So as well as your Coldplay and Keane and Storys
(currently touring with Elton John)we would have the latest from Show of
Hands and Tom Russell and Loudon Wainwright and of course Johnny Cash's
latest American Recordings V (which is his very last recordings from summer
of 2003 and is great). We would cover World with a selection from FROOTS
reviews and from the Putmayo catalogue and New country/Americana and blues
and jazz and soundtracks and of course the main important classical and
opera releases as reviewed in Music Week. Classical music does not issue as
well as it did so we just pick up the main releases and the cross over
artists like Bond and Vanessa May. We also cover easy listening genre, and i
have to admit it we do buy Cliff Richard and i apologise for that!
Market and promote your back catalogue and broaden your range of stock. A
lot of established artists have had their back catalogue remastered and re
released (sometimes with a DVD and often with another disc of extra tracks).
REM, Elton John, Paul Simon, Eric Clapton, Led Zeppelin, His Bobness (thats
Bob Dylan to you), Supertramp, Peter Gabriel, Eagles, even the Moody Blues
to name but a few of the many. Record companies know there is good mileage
in their back catalogue especially with the added value of extra tracks. The
Beatles back catalogue will be remastered for release in 2007. We make a
point of replacing worn out copies of these titles when the remastered
edition is released and it works. They issue.
There is so much great stuff out there and our role, as i see it, is to
introduce new music/artists to our customers. Who has in their stock Sufjan
Steven's "Illinoise" If you do not have it you should be ashamed.
(Also you do need Frank Zappa as even though he died in December 1993 his
vast catalogue still issues well in main libraries. He is one of the great
artists of the latter half of 20th Century. NB If anybody needs advice on
which Zappa to buy then i can help.)
One way to promote back catalogue that we have used is linked to the book
"1001 albums you must hear before you die"
Published in 2005 by Cassell Illustrated. Selected & written by 90 leading
international critics, general editor Robert Dimery. Arranged in
chronological order 1955-2005. (Zappa is in there)
I attach the list that we used and if anyone is interested i can email some
of the artwork we used.
Buy the right product range and display it well and bring it to the
attention of customers. Do not just buy top sellers. That will not work in
the long term.
There is a place for audio visual in public libraries as it is a part of our
culture and it should be represented. Those that think otherwise are simply
philistines (not a punk band by the way). Audio visual should not just be
linked with income generation as it is more important than that. Let me
refer you to a song on the new Show of Hands album "Witness" it is called
Roots. get a copy and listen to that track. It sums it all up neatly.

reasonable we think we are I think the general perception of libraries
as a 'free' service means the public are very aware and cynical about
