A Rehabilitation Technical Advisor Indonesia – 6 months - Urgent
Handicap International, created in 1982, is an association working in
the field of international solidarity. Its goal is to fight disability,
whether physical, mental or social. Handicap International develops
disability-related programmes in 45 pays and, as a result of our
participation in the International Campaign to ban Landmines, was
co-laureate of the Nobel Peace prize in 1997.
Context of the post :
On Saturday 27th of May an earthquake of 6.2 on Richter scale hit Java
peninsula at 5:54 am. It affected the southern surrounding of
Yogyakarta. The epicentre is about 30 km south of Yogyakarta. Death toll
estimates range from 4,962 to 6,234. Injury estimates range from 33,852
to 57,790. The number of people displaced ranges from 200,000 to 650,000.
85% of the injured people have sustained bony injuries (fractures) and
are in immediate need of physical rehabilitation services - assistive
devices, physiotherapy and occupational therapy - in the 9 public and 4
field hospitals following post conservative and operative procedures.
Fonctions :
The Rehabilitation Technical Advisor is under the management of the
Emergency Coordinator and is part of the emergency response team. He is
working in close cooperation with the Headquarter Technical Advisor.
He/She is responsible for the technical coherence and development of the
projects implemented in response to the earthquake in Yogyakarta.
Program implementation:
Þ To supervise and support technically projects implementation in close
co-operation with the emergency coordinator
Þ To ensure the overall co-ordination and relationship between the
different HI projects , community network, rehabilitation of injured
people at hospital and puskesmas level and the specific rehabilitation
for SCI and Amputees
Þ To ensure support in disability matter to the development /
implementation of the projects of logistic Platform and temporary shelter
Þ To organise the linkages ( referral system, patients files , etc.)
between the different HI activities
Þ To develop all the necessary tools for the monitoring / development of
the activities.
Þ To work on efficient collaboration both internally and externally in
terms of inclusion and mainstreaming of disability issues into emergency
/ reconstruction and development activities (Lobby).
Þ To develop / maintain adequate partnership with public services to
increase the quality and quantity of services in cooperation with the
emergency projects managers and with the Indonesian development program.
Þ To participate in the development of the projects strategies and new
orientations and to validate it in co-operation with the emergency
coordinator and the relevant services at the headquarter.
Þ To participate to all the relevant co-ordination meetings links with
the post disaster projects and with the development of the disability
services network.(mainstreaming) on delegation of the Emergency Coordinator.
Project development:
Þ To support the project manager / staff to implement the physical
rehabilitation project in hospital and puskesmas for people with injury.
Þ To support the social inclusion project manager in developing the
Disability Focal Point
Þ To develop regular plan of action and to regularly evaluate the
projects progresses in line with the defined project objectives
Þ Quality control of the different projects and approaches put in place
through the different projects.
Þ To participate in the redaction of the project’s report for the
different donors in accordance with their guidelines.
Þ Ensuring the continuous monitoring of program’s activities by setting
up communication and reporting system between the different members of
the team for the program.
Constrainst linked to the post :
The living conditions in Yogyakarta are nice and there are no specific
issues.
There is still a risk of aftershock and the Merapi volcano raising
activity put the program on security concerns , the expatriate will have
to be briefed on security and evacuation procedures at his arrival on
the program.
Profil sought :
- Physiotherapist, Occupational Therapist, rehabilitation specialist
with at least 5 years of experiences
- Field experience, preferably with HI
- Experiences in project writing and reporting
- Ability to work independently
- Capacity to coordinate and liase with other international and national
organisations
- Ability to work in crisis situation under stress.
- Ability to work within a large network of stakeholders and to
prioritise actions.
Language : English mandatory, French is a plus
Conditions : Volunteer or salaried status according to experience
Volunteer : 640 or 720€ + allowance, accommodation, medical cover and
insurance
Salaried : 1950 to 2100€ gross salary/month + benefits
Lenght of the mission : 6 months
