I've moved CNF/f77.h out of the CONST competition altogether by renaming
its define to CNF_CONST. That should fix all those warning messages and
leave a CONST define in force after the include (I've also not undef'd
CNF_CONST on exit as it might occasionally be useful to have that
available).
What I don't know is if this is the real reason for the recent compilation
failure (although I also guessed it might be and made some changes to
Skycat CONST handling on Wednesday, that clearly didn't do the job), as I
don't have useful access to an Alpha anymore, so tomorrow's build will
have to check this.
